40-80 miles in the Gulf of mexico is not International waters, its federal waters.
Which state are you fishing out of? Each state has its own laws depending on where you are at. Texas just recently started requiring you to have a license to bring fish back into the state of Texas. Which is a one day license here, it costs $10 for an instate resident and $15 for an out of state resident.
Check with the business your booking the boat through, they should be able to tell you more.
My hat is off to El Capitano Brad, I remember when you didn’t need a license to fish in Florida, except for freshwater fishing, and now you gotta have a frigging license for everything. I believe that the federal waters act barrier is now set at 300 miles from the coast? Feel free to correct me if I’m wrong, as it has been a very long time since I’ve heard any discussion on this subject mattter.

Yes you would need a license. Are you taking a charter or are you going out on your boat. Reply and I will help more.. because that is very important.
