How Heavey Does The Rod And Reel Have To Be To Fish Off The Naples Fishing Pier. Is Spinning Outfits Preferr?

Naples FLA?
A 12-14LB combo would be fine.
You would need a Medium/heavy outfit that can “take” at least 200 yards of 12LB OR 180+ yards of 14LB.
Understand, you CAN catch fish in the “double digits” on ANY FLA pier. Your odds are “slim” but you certainly DON’T want to be the guy that hooks into a 35LB Red or Snook with a “Mickey Mouse” rod!
Here is an example of a good combo-
An Ugly Stik “Tiger Lite” 6′6″ Med/heavy rod matched to a Daiwa, “Black Gold” BG 20 reel.
Hope this gives you an idea of what to use? Good luck!
