not if you want to wiggle your rod.
what do you mean up?? like up floating on the surface? up halfway ine the water? rite side up?? but if you mean keep the fly off the bottom then no some nymphs work best if you sink them to the bottom and let them bumble along the rocks it makes them look like a new little bug that got swept into the current and cant get out
